Automatic navmesh rebuild can not be deactivated

I have disabled “auto navmesh rebuild” in the editor preferences under “misc” and yet I keep getting these automatic rebuilds, especially when I save my map system which consists of several levels but also when I change something for instance make a level visible/invisible in the editor.
I don’t think this was so in the past, it must have changed with 4.14 because I remember being able to turn it off and it would not come up automatically.
I wasn’t sure before but there is no way to turn this off, the above flag has no effect anymore so I consider this a bug

I tested this just now in the default Top Down Example project. I navigated to Edit->Editor Preferences->Level Editor->Miscellaneous and disabled the option. After doing so, I moved one of the pillars in the level and the Nav Mesh did not rebuild.

What steps are you taking exactly in your project when you’re seeing this issue occur, as it appears to be working on my end.
