UE 4.9 and 4.13 crash on startup and the launcher won't let me access the library tab

I can’t access 4.9.2 or 4.13 (the two versions installed on my machine). They crash on startup and give me an error message. The Epic Games Launcher also crashes if I try to access the library tab and gives me error CDF97.

In this case I would usually suggest trying to verify the engine installation but if the Epic Games Launcher is crashing, that’s not really an option. Have you tried reinstalling the launcher? If you have, or you try it and doesn’t work, please visit help.epicgames.com and use the “Email Us” link under “Contact Us”. This is our primary support channel for issues with the Launcher and it seems that the launcher is where we need to start.
