What is the difference between the two Tag sections?

The first one in your image is a component tag and the last one is a actor tag.
The actor tag is used for the “Get All Actors with Tag” node.
The component tag could be used to differentiate between two components of the same class.
Can the component/actor tag be set in 3ds max if you have a large number objects to be tagged? Can both be accessed from blueprints?
