Gpu particle does not get lit until camera gets close

Greetings
I am creating a water fountain in a city setting at night that is lit by point and spot lights. The particles were created using gpu particles. The lights affect the surrounding architecture but not the particles until the camera gets close. The lights gradually fade on when the camera approaches the particles. It looks like I need to change a setting so that the particles are always lit and not influenced by camera distance to the emitter. Ultimately this will be for a movie animation not for running in real time. Any ideas on how to fix this would be appreciated. Thank you.
