Set Camera Target
So i made a function that sets camera offsets x,y,z and sets the camera location and rotation, but how do i make my character be the target of the function? The Camera is not apart of the character blueprint.
And i want to connect this function to have the player as target, so the camera follows him

You can just use GetPlayerCharacter to access the currently controlled character from anywhere.
