This will fix your issue: You are missing the Windows SDK v8.1:

Now the error message says that you have Visual Studio Community 2015 installed but you didn’t install the optional C++ component. Go back into the Visual Studio Community 2015 installer and make sure you install C++.

If you need to install the C++ components, you’ll need to go to: Control Panel > Uninstall a Program > Microsoft Visual Studio Professional 2015 > Modify > Visual C++ > Common Tools for Visual C++ 2015 that should then install everything that you need.
