Live painting like effect using post processing volume.

Well i was kind of thinking of making a game of an art style from before 1923. as you can see any art style before this period comes under public domain. I have an assignment for dissertation in which my topic is “copyright for games” and by doing so any prop or object which i use in my game will not come under any copyright. so PLEASE if anybody knows how to do it can help me with it, then it will be a great help.

one more thing i am kind of new to this engine and started using it as a developer so if any one can help me with it from a developers perspective that will be a huge help.

You probably need to look into Kuwahara filtering and Flow/Warp filters:

Generating flowmaps may be tough.
Some effects would be impossible to achieve due to ue4 render engine nature.
