Motion blur on a particle?

Is it possible to apply motion blur to a particle? For example if I want to simulate fluid with a blob mesh (blood specifically) I would add a motion blur to the mesh and it ends up looking like splurting blood.

If it’s not possible to add motion blur to a particle, can you add a motion blur in the post process and have it only apply to certain objects? (IE not the player).
