Unreal Engine.. hung bodies
Just create a humanoid in a program such ask Maya/ 3ds max but upside down, or in whatever position you want them. During the animation process you can make it like they are swaying in the window or just stiff. Create them as asset.

As the previous comment you would need to make a body of some sort but what you could do is look into splines and create a rope from splines and then let the mesh be affected by for example a wind or the character moving into them which will allow them to sway around.
