Theoretical Android Question

Theoretically, if I were to place a billion cubes spread out on a plane and used a cull volume (5,000 world units), would I be able to load the level at a comfortable rate and be able to run the game?? I would assume that the level loads just like 100 cubes at the start… then as you move throughout the map, it would cull… you would be able to have billions of meshes out of view. Am I correct? Or would the GPU panic or something?
