Can I prevent UE4 from automatically adding Engine Plugins to projects?

Hi, I have 2 questions:

  1. I have the substance plugin installed as an engine plugin. I don’t want to delete it because I may use it on occasion, but I tend to create a lot of small projects and don’t want it to be automatically activated for each project I create or open. Can I change this behaviour so it’s disabled by default? Perhaps through some .ini file?

  2. I also recently missed out that it had added those plugins to the .uproject in an asset I sent to Epic to upload to the marketplace (ZText) when I updated it. How does that get handled? When someone uses “add to project” on it, will it prompt them to install the Substance plugin now (even though it isn’t really required by ZText)?
