Creating new StandAlone Plugin and importing it into the Game

Hi,

I am new to Unreal, please pardon me if I ask something very basic or stupid or I am not using appropriate terminology. I am from Unity background and want to switch to Unreal.

I want to create Visual Studio Project that I can eventually import or use in my game (Main Game Project). I also want to be able to call or access all the Unreal Engine based functions and/or methods in side my plugin(DLL Project). Basically I want to create a project which I can use in different games/projects and in which i can access objects of the given game scene.

Please do let me know if my question do make sense or I need to provide more details explaination.
