[Request] Translate/Scale guizmo rotation

Hi,

In UE3 there was a great improvement made for the Rotation guizmo which was the fact that the guizmo is always facing the user camera, making it easier to use. I would like to see the same behaviors for the scale and rotation guizmo because it can be hard to use them under certain angles and situations.

Regarding this change, it would be easier to make the negative axis look more dark (darker color for example) to let the user know that he is or not scaling/moving in a negative axis.
