Level Stream issue

In our project we have several level streams. One level Stream (ST, Small Town) is currently being worked on. When I enter the project and activate the ST level stream I can see some objects but others that had been there are missing. When I simulate play everything shows up, with some newer thing overlapping whats been set for months.

I tired opening all other level streams, thinking that perhaps whoever placed the item(s) did not have ST as the persistent level - no good.

The last thing done was to delete any new meshes placed. Even after a system boot, reopening the project and simulating play results in everything being there.

Anyone have any ideas before I scrap the entire level stream and start over?
