Educational platform based upon UE4. Legal questions

Hello!
We are planning to make an Educational platform developed with UE4 for training purposes in the VR environment. It will contain some tools not based on UE4 tools. We want to make it as a baked product and sell it. All this matches EULA as far as I understand.

We are planning to make some sort of Software Development Kit(SDK) upon UE4 to get a possibility for our customers or 3rd party companies(who works with our customers) to create content usable with our Educational platform. They will use your engine(code, tools and etc.) and our SDK to make this. All stuff made by our customers or 3rd Party companies for our customers will be baked and given to our customers and added to their copy of our platform

And at this point I am not sure is that matches EULA?
Can we just say our customers or 3rd party companies “Hey guys, if you want to develop some additional content for platform we selled you, just install UE4, then take our platform’s SDK set it upon UE4 and you can develop any stuff you want using our documentation and UE4 documentation” or we need to negotiate about a custom license with you or any other solution?

Based on the first paragraph, it sounds like you have a normal Product and royalties would apply to your revenue.

In the second paragraph, you mention use of UE4 tools. I’ll note that any distribution of Engine Tools (see definition in the EULA) must be done through Epic GitHub.

If you had a SDK that you sold that does not contain Engine Tools but required Engine Tools to operate, you could sell your SDK and then require your customers to separately download UE4. That seems like an ideal solution.
