How to play sound while performing an action? Like a scrubber

I was wondering if there’s a way to play a sound like a “scrubber”

So lets say your sound effect is 10 seconds long of “dragging a giant cube along the ground”

lets say you drag it a little at a time…so I want to the sound to stop and start at 2 seconds or 3 seconds and so on.

Basically acting like a scrubber to where you can actually hear things in real time and it loops in on itself at the end of the audio file?
