Migrating project 4.12 to 4.15 creates "slowmotion"

When my teammate or I convert our project to 4.14/4.15, everything during play moves slowly: characters are running slowly, fireballs are flying slowly, effects are playing slowly. The only way I could get it to look the same is by setting global time dilation to 2.0. Speeding everything up made it look normal, but is there a way to do it without messing with time dilation?

I have replicated on the thirdperson project and doesn’t get that result. Have you tried to copy your 4.12 version project into a new account?

I mean create a new windows user, copy your project there, and open with UE4.15, that would solve the problem

No, unfortunately it still has the same issue after opening it in a new account.

Are you ever doing a slow motion or speed change effect on purpose at any point, anywhere in your game?

No, it’s not done anywhere.

If you are working in a lap top, do you have it plugged into the power while running?

Yes I am working on a laptop and it was plugged in every time I ran it.
