How do i get HairWorks? (Component Hair for UN4). Does not exist on Github:(

To get it you will need to build the engine with Hairworks already integrated in it. There is github repository with source in nVidia account:

but the link will give you 404error if your github account is not registered as part of EpicGames and NVIDIAGameWorks organizations. To do so you need to create account at Epic Games and nVidiaGamework websites first and link you github name in those account’s settings. You will get email with invitation. It’s free so shouldn’t be a problem 
When you get access to that repo from nVidia, be sure to read the readme of the branch with hairworks. There is step by step guide on how to build it.
