App Store - 'new version' notification to user?

When a new version of a build on the App Store has been uploaded (e.g. from v1.0 to v1.1)
are users of the previousl 1.0 version notified automatically by the App Store mechanism?

I am referring to the red (notification) badge counter on the App Store icon, on the iPhone desktop.

Is that notification a general App Store feature or does an app need to push such notifications?
If the latter, does UE4.13 iOS support handle that kind of notification?

Since its initial release 1.0 Tappy Chicken has been updated 8 times in the App Store.
However, I don’t know if users of previous versions were notified automatically of new version releases
or whether the developer (Epic) had to notify users by e.g. email?.

I think AppStore service handles that, but i’m not sure as i never delt with iOS devlopment.

Apparently the answer is no.

I updated an app from v1.0.0 to v1.0.1 on the app store.
It passed approval and has been ready for sale for over 24hrs.

I can see the updated version in the App Store on my iPhone but no notification has been sent
(no red badge counter update on App Store icon, and no blue dot next to my app name under its icon on the desktop).

I’m not sure if that is ‘normal and expected’ or if it is a symptom of that ‘Push Notification’ warning that some people get (including me) after their app store submissions, but is generally ignored because no one seems to know the reason for it or have a confirmed solution:

Presumably UE4-iOS developers have to notify customers by email/tweet, which is fair enough.
