[BUG] 4.15.1 hot fix bug UE-38712 regression

Good day!

On current hotfix 4.15.1 bug with crash when unloading Lighting Scenario Streaming Level (which was described at ticket UE-38712) is back. Please fix it!

When following the steps in the report in 4.15.1 I did not get any crash. As a note, in the default levels I was using to test, I had to remove the Light Source, Atmospheric Fog, and Sky Sphere assets from the persistent level for the lighting build to complete. Can you provide the callstack and log files from your crash? Additionally, can you provide your setup/steps to reproduce the crash you’re getting?

I’m unable to find the report from your crash in our system. When the crash occurred, did you submit the crash report? Additionally, can you provide the steps you take that cause the crash to occur?
