Cull distance makes either all foliage disappear that i placed or makes all foliage appear

while using ue4 i tried to put down foliage in order to make my game look a lot better. i started to notice frame drops until i place enough to make it lag. since then ive been trying to figure out how to get cull distance working ever since then i just figured it out, however i just ran into a problem where i set my cull distance and it does not work properly because once i get close enouph it spawns in all of the foliage in stead of a certain amoount like i was hoping to thus still causing the lag due to all the foliage still being present
