How to create "fast speed lines" player camera effect?

how do i go about creating the effect where some “streaks” of translucent lines spear one the players screen (radially pointing outward) when he is moving at a fast speed, like a comic version of motion blur due to speed.

so yeah thats pretty much it, would really appreciate if someone would point me where to start…
