UE 4.15.1 not launching/responding when hit 'launch'

I just installed UE 4.15.1. When I hit launch, it says ‘please wait’ for few seconds and returns back to ‘launch’ icon. Nothing else happens in between or after. I tried running as administrator but its still the same.

I use windows 7; 133GB free HDD; 4GB RAM; Intel i3
