Under Physics in the Project Settings is a duplicated category for “Physical Surfaces”
However, one is correct where you can edit the Physical Surfaces, the other is filled with empty uneditable Arrays.

I’m not sure why that is visible. I believe it’s something used on the backend that is just exposed. To make sure I entered a feature request JIRA (UE-44202) for the developers to look into. Follow that link to keep an eye on the status.
