A.R.T jiggle bones rotation problem

Hi i have a problem with jiggle bones my character have bag on his back and i skinned this bag to jiggle bone.And this jiggle bone is child of spine 3.The problem is when i rotate spine on X axis bag doesn’t rotate on X axis.Only way to to rotate jiggle bones on x axis is rotate from master controller.But its not useful.I need to know if there is a way for jiggle bones to inherit all axis from parent bone.And i use Maya 2017.
