Does ue4 have any in built soft body physics system? Is there anyway i can emulate the effect using cloth maybe? I would like to make a simple 2d squishy ball that acts realistically on hitting the ground. Similar to the psp game LocoRoco.

UE4 does not have a built-in system for this. Some things are achievable by using a spring controller You could check out Nvidia Gameworks. They have free plugins for Maya and 3DS Max and maybe Blender as well.
Thanks. I am currently looking into using prismatic joints on a skeleton for rubbery squish but currently it is too floppy or too explody
