Does UE4 access the Radeon RX470 4GB Graphics Card?

I would like to know if UE4 will utilize the ATI Radeon RX470 4GB Graphics Card when it goes to render?

It seems to be Rendering very slow. Now if I take the same Render and run it on my laptop that has an Nvidia GTX 980 Graphics Card it takes but a few minutes to Render.

Also is the UE4 only designed for Nvidia Graphics Cards and not ATI Cards?

Last can someone tell me what the best card for UE4?
