This white glow is on landscape but not everywhere, only in some areas. I think its lighting problem, if you switch to unlit or disable lighting using F2, it disappears. I tryed to make new landscape, change landscape materials (from starting content too). Build lighting. Nothing worked.
I think i fixed this. It was the grass material. When I increased specularity, the glow was fixed.
