Can not launch or package for android

I Just Compiled unreal 4.15 with visual studio 2017 on windows 10.
and I also installed android sdk and other build tools using android code works 1R6.(I selected standard installation)

My problem is that I cannot launch the project on my android device(Samsung J5 2016- android 6) although Unreal can detect my device.

I cannot even package my project for ATC devices. It gives me failure when packaging . I have put the log error on a file.

but I can package project for windows and I could play it.

my system config is :

Nvidia GT 540M , 2GB of video ram
Core i7 CPU
6GB of Ram

can anyone say what the problem is?link text

I just solved my problem. I did 3 things and I really dont know which one had solved the problem:

1-install Eclipse IDE( From adnroid code works 1R6)

2-install adnroid ADT(From adnroid code works 1R6)

3-Run Unreal Engine as Administrator (I read this somewhere in the web → this link:

I also have the same error and tried all mentioned steps but still, the issue is not resolved
