Physical Animation Strength 0 Still Moving

I’m trying to pass between full physical animation (ragdoll) to an animation.
I’ve noticed that the ragdoll keeps moving like the animation still have an effect on the skeleton; it behaves like the blend can’t be set to 0 but is set to a small value.
This can be reproduced by opening the Content examples’ map ‘Physical Animation’ and set the strength to 0.
I don’t think this is the intended behavior.
