Low frame-rate or high masscauses objects to clip when constrained to a plane or 2D (video included)

Substepping is set to max, ccd is on for every object, and yet this is a comparison of low and high framerates:

objects clip into each-other even when motionless. This also happens if an object has a large amount of mass pressing down on it. This is engine-breaking and very easy to replicate: there’s nothing special about my project that could possibly cause this.
