How do I get bare minimum world lighting?

I’m trying to set up my levels to just have ambient (I might be using the wrong word) lighting. The one I’m working on is an indoor level. I’m only using a skylight and no other sources of light to achieve this, but the surfaces of the walls reflect light far down the halls.

I’ve lost track of all the methods I’ve tried to fix this, maybe I didn’t word the problem correctly. So I’ll just try anything that’s suggested. For reference, here’s the kind of look (for lighting anyway), that I’m trying to achieve.

Figured it out myself. Skylight worked fine, had to add a constant value to my materials and set it to 0.
