Unreal not responding when building lighting

I’ am using UE4 version 4.6.1. When I attempt to build the lighting, Unreal freezes. When I check the Swarm Agent it shows no progress and I get the error: Local agent failed to initialize with an IPC Channel.

The processor or RAM do not go up when I attempt to build the lightning so I do not feel that it is a hardware issue.
I have attempted to build the lighting with many projects including blank ones and get the same result.

Desktop Specs:
16GB RAM
Intel Xeon E5-1620V3 @3.5GHZ

Swarm Agent is the problem, it’s crapware, but it’s needed to build lighting. None of their software engineers are remembering that most of us use Nvidia, and Adobe CC, mix that with Windows and you have over 40 labor intensive programs already zapping your PC, throw in UE4, and then startup Swarm and BAM Disaster assured. UE4 shouldn’t build Navigation, or be set to Auto Save, or do anything that is going to burn up processing power. Swarm should be redesigned to work on the back end so that it is caching textures for when you click build. Further it shouldn’t cache anything that hasn’t been stationary less that 20 minutes. If it did that then it wouldn’t be wasting PC power, but everyone at Windows, Nvidia, Adobe, and UE4 all seem to think they can LOAD you up and you should be able to handle it. It is very user UNFRIENDLY, and has little thought put into this side of the updates. They should have focused on things like this a LONG TIME AGO. But they would rather not fix their software to work with a person, but expect that you should spend another 5K upgrading so they can all break it again with updates 4 months from now…
