[FEATURE] Right-Click "Convert to" Missing Features

Description You can no longer select a StaticMeshActor in a map and use Right-Click: Convert To
Load a map. Select a StaticMeshActor in a map and use Right-Click Convert To is missing.
Note: I see Convert is within the Details tab, but for StaticMeshActors, I am also only (currently) given InteractiveFoliageActor as an option.
Legacy workflow slowdown

InterpActor and KActor classes do not exist any more! The workflow is much simpler now, to make an 'InterpActor' you just change the Mobility of a StaticMeshActor to 'Movable'. To make a KActor, just check the 'Simulate Physics' box (this will automatically set it to Movable).
It was decided that conversion would be done through the details panel via the "Mobility" property. Stationary is an interp actor and Movable is a physics actor. I hope that this has helped clarify the issue.
