#include in custom material expressions crashes the 4.17p1 editor

Using #include in custom material expressions immediately crashes the editor in 4.17 preview 1. Even an #include statement to an empty file will crash. Loading preexisting materials or levels that use #include will also crash.

We have significant shader code that needs to be pulled in this way that works very well in 4.16. I hope this does not mean a dead end.
