Cannot package for 64x Windows (AutomationTool exiting with ExitCode=5 (5))

I can cook the content successfully but packaging is not possible?
I have visual studio 2015 installed currently. I get this error when I attempt to package it.

Below is the log error

Second question: What will I need to install for this game to run when exported/packaged on a different windows pc?
