Power node bug in 4.16.1

Technically, it is not a bug.
The artifacts you are seeing are most likely caused by trying to bring 0 into 0th power, which is not a number. I happens for black pixels of your texture.
You started seeing this issue in 4.16 due to the fact that there was an internal change to the Power material expression.
Ensure that you are not running into a situation, where both base and exponent are zero.

When you approach the image of the material in the editor of materials (a ball like this :)). Or when approaching the model on which there is a similar material, artifacts appear.
