How can i achieve floating monster's tentacles look?

I want to make a monster with tentacles on its head, acting according to the animation. Tentacles movement is not in animation, I want to do it in engine, with physics.

Animation dynamics or physics assets ? what will be the best solution … is there any other way to do it ?
plus, i’ve no optimization problem, as it gonna be baked in engine.

yeah , I tried using physical animation, but didn’t get the desired result. It was jittering alot. So, we moved to baked animation using Maya dynamics.
