Non-Solid BSP Still Have Collision

Sorry For My Poor English.
I Find an issue when using BSP.
I’m trying to test my water material. For convenience I Drag a BSP to scene and give the material to it.
I want to go into the BSP by Set the BSP’s Solidity to Non-Solid.But i find it doesn’t work.

Here is the Introduction of Non-Solid Brush.

According to the document,Non-Solid BSP shoudn’t have any collision but it do block my character.
Is It a bug?
