Project won't launch with Online Subsystem Steam Plugin (Output log provided)

Hi There,

I’m working on packaging my game for multiplayer testing with the Online Subsystem Steam Plugin and am running into an error. The game does package when the plugin is disabled. I have yet to pay for the steamworks SDK access; however, I thought you could package a game to run on the 480 server without that access. Below are 3 lines from my output log.

LogOnline:Display: STEAM: Loading Steam SDK 1.39
LogOnline:Warning: STEAM: Steam API disabled!
LogOnline:Display: STEAM: OnlineSubsystemSteam::Shutdown()

I’m unsure if this behavior is what’s causing the failed launch hundreds of lines later, or if there’s something else going wrong. Just looking for a little assurance that this is my issue, and I will need to pay for steamworks if I want to proceed in this direction. OutputLog
