[Bug Report] Input Action event prevents Blueprint compiling on editor load

Steps to Reproduce

  1. Create a Blank Project (4.17)
  2. Edit->Project Settings->Engine-Input
  3. Add an Action Mapping, name it anything (I did Action1)
  4. Create any New Blueprint
  5. Add the Action Event (Action1)
  6. Compile, Save, Close the editor, Reopen the project
  7. Open the Blueprint
  8. You will notice that the blueprint is uncompiled and unsaved

Note:
-This is a regression from 4.16.3
-AxisEvents are unaffected
