scene capture 2d cant get to work but can get cube to work?

Trying to get a reflection from the sky onto an ocean but when i use the scene capture 2d the only way i get it to work is if i use a component mask but it still looks…not like a reflection. And the Scene capture cube i can get to work but the reflection is based on camera rather than world from the cube map. Also i have popping in my ocean waves from the displacement. I think the popping is from not enough geometry not to sure. Real problem is the reflections. Anyone had the same problem?link text
