If I stop the subscription for ue4 and make a game can I continue the subscription and sell it

Yes; you are not required to be a current subscriber to sell a game. But the royalty obligations remain.

So I don’t even need to resubscribe?

You’re not required to re-subscribe. You would need to re-subscribe to get engine updates though.
