ES2 does not support more than 2 UV sets?

I’ve been wondering for a while why my character’s flipbook eyes would disappear in ES2 preview but show fine in SM5. This seems to be the result of having 3 UV sets (body, eyelid flipbook, movable eye texture). Since I just discovered that the eyes also show fine in ES3_1, this must either be a bug or an inherit limitation of ES2. If someone could clarify this, that would be greatly appreciated.

Well, according to a response by Yunus on realtimevfx.com, it would appear only 3 UV sets are possible for mobile. Although this does not explain why ES2 appears to only support 2.
