refraction issue 4.17 forward VR project

Hi there,
We are having an issue with the forward renderer in 4.17 (and below) with refraction / water shaders.

With refraction turned on (r.RefractionQuality 3) whenever you look at an object that has our water shader as its background (look closely at the edges of the hand in the attached screenshot) it comes with a mess of pixels around the edge of the object. It is very visible and annoying in VR mode.

Whenever we turn off Refractions (r.RefractionQuality 0) the pixels disappear and everything looks normal but off course we lose our water quality.

Is there anything we can do to not have this undesired pixel effect without losing refractions?
