Lighting needs to be rebuilt, tried almost everything

Are you sure the build completes successfully when you build the lights? If so can you please share an empty project with a sample level having this issue?

I have tried to solve this issue for a very very long time now. I have google’d, looked through forum posts, this answer hub, reddit and more yet I haven’t found a single solution to the problem.
It’s driving me downright insane at this point, so any help would be welcome.

THE PROBLEM:
“Lighting needs to be rebuilt (X unbuilt object(s))” message that doesn’t go away, even when I rebuild it.
This happens for ANY stationary mesh and landscape (using static shadow), regardless of size of if I’ve added a Lightmass Importance Volume. I have tried opening up an empty map, adding Directional Light and a static mesh (so that nothing would get in the way).
The only error I get after building is under MapCheck where it states that “WorldSettings_1 Maps needs lighting rebuilt”.

SOME OF THE THINGS THAT I’VE TRIED:
Different engine versions (all the way up tp 4.16 and 4.17.1).
Making sure SwarmAgent isn’t blocked by a firewall (even turned my firewall off).
Opened up SwarmAgent and tried to clean and validate (even though nothing showed up).
Gone to “…\AppData\Local\UnrealEngine” and deleted everything there and rebooted the PC.

Can I really not use anything static at all? Is that really the only “solution”?

It says “Navigation building completed” and then I get the pop-up that says Error “WorldSettings_1 Maps needs lighting rebuilt”

Do you want me to upload it? I mean this happens if I just make a new empty project, place any static mesh into the world (with a directional light set to “stationary”) and set the mesh to “static” in Mobility.
