Dynamic shadows for characters, baked for everything else

So I have a scene with a stationary light, and alot of stuff thats static.
Additionally I have some moving characters and some swinging cloth that i would like to cast dynamic shadows.
I have tried pulling the Dynamic Shadow Distance Stationary Light-slider, and that makes the characters cast shadows, but that also switches from static to dynamic shadows for the static geometry that happens to be in that range, which I don’t want. Help pls?

non-static objects should, by default, be receiving dynamic light from non-static light sources and casting dynamic shadows. is this a mobile project or something?
