Why texture's resolution are become low when it packaged ?

I have a problem that textures are become low resolution when it packaged to exe.
I’m using 4k , 2k and lower texture’s , so I changed the streaming pool size to 8000 in “ConsoleVariables.ini”.
Then it successful in UE Editor , but when packaged textures are become low resolution.
I have no ideas about this.
I hope someone know about this problem.
