No static shadows from static actors on Landscape using stationary lights and baked lighting

I have a Landscape, directional and sky lights (both set to be stationary) and a few static mesh actors (mobility is set to static) sitting on the landscape.

The actors have options to cast static shadows on, dynamic shadows off. Stationary directional light has static shadows on, dynamic shadows off. Landscape is set to work with static lighting.

After baking lighting, static mesh actors do not cast shadows on the landscape. If I set lights to be static, after baking lighting I get shadows. Dynamic shadows work as expected.

I saw this answer Stationary lights and static shadows - Rendering - Unreal Engine Forums but it’s not quite clear in regards to my issue.
