Importing new animations to existing skeletal mesh

I am trying to import new animations to an existing skeletal mesh.

Just re-importing doesn’t do anything. The method on this similar ticket also does not work (anymore):

The only way I can make it work is by exporting my character in the 3d package under a new name, then import in unreal and select the existing skeletal mesh. After that I select my original mesh as a source.

I am on 4.21 and this appears to not work. I have an existing character with animations imported from a single FBX file which contains actions. I then add new additional actions to the FBX file and reimport. The importer reports a successful import but does not add the new animations. If i import the file into a different folder like its a new asset then all the new actions do get imported as animations. I am pretty sure this a bug in the reimport process just not picking up new actions in the FBX file, well that is what it looks like.
